its like tier list , from higher to lower, like from the best to use from the lowest,
ı mean as ı remember for melee equıpments there were a twice hit chance for the highest
I think andyman has a tier list in tutorials and guides section, though I don't feel like looking for it because I don't agree with it.
Best to Worst is completely subjective. There is no official right or wrong answer.

The wiki is also good for learning what they do. The min max numbers are not all correct however especially for the armor. The tier lists are alright for showing a general demand for,specific effects and which ones are more expensive. Personal preference plays a huge part in what you should go with.
Doesn't Mug have a guide, as well?
