This crime is impossible to complete. There is no way to reach a green tile.

You can also land on purple and empty tiles, you are not required to land on green tile each time.

There is no way to make it to any color square but the red back arrow, which sends me directly back to the start. There is no option that lets me out of the starting square of the crime.
How do you suggest I progress past the beginning tile?
Use the 4th option (Accelerate), which will boost the effectiveness of your next action, and then do the first option(Strong Forward) and hope you land on purple or even better, the blank tile. If you land on purple, you can try your luck, if you land on blank, you're good to proceed further.

Personally, I would suggest, just abandon the crime, you're very likely to fail, but theoretically it is possible to do it.
