Escapes and losses are fast in Phenix but more important is staff is kind and friendly. There is no pressure or bad attitude towards sellers and buyers. More like happy family. So I suggest joining :)

For future reference, there's no need to pause doing crimes at all. You can reset your own arrest value by getting jailed. Easiest way is to open the jail and attempt to bust the person who is in the longest. If it doesn't work, you can then attempt to bust the next person on the list. Max it would cost even if you have very high busting skill is maybe four or five tries worth of nerve.
Getting jailed for any reason completely resets your arrest value.
