i got a book and i have a question regarding it, any answers will be most helpful and thank you for the insight
it tells me that it is a permanent 5% increase up to 10M bonus
My question is if i read it now dose it stay at 5% while still increasing my stats until i hit the max bonus and stop there?

The book only lasts 31 days, once the book is read, you will gain a stat increase to the specified stat up to 10m which means you need 200m in the specified stat to gain the full bonus.
If you use it when you have 200m stats you'll get the max benefit -- 5% of 200m stats would be 10m, which is the highest allowed by the book
It doesn't affect gym gains in any way

You may find this thread helpful when planning book use. I wouldn't treat it as gospel, but it gives you a decent understanding of what the books do and how you might use them.
Nothing happens while you are actually reading the book, all your gym gains carry on as normal - but when you FINISH reading the book you THEN get given an addition of 5% of whatever your current battle stat is. The amount it can give you is capped at 10M, so you want to be at 200M or higher when those 31 days are up and the book finally awards you the stats.
It‘s a one time permanent increase by 5% and it‘s not like a 5% boost which you keep, you get a one time stat boost and you keep the stats
