Today is the day when TV companies hit 10*... the top 9* TV company was not bumped up to 10* despite making more money than many other 10* companies.

That's normal. The devs refuse to tell us exactly how it's calculated, but we know stuff like that is normal.
The current theory is that it's partially (or fully) based on lifetime income
If the company hasn't ranked up, it is either because they have just ranked up from 8* to 9* (and they cannot gain 2 stars in a week) or they lack the necessary company experience to unlock the 10th star. The company experience is based on the company's lifetime income.
