Is it possible to get the same arrest list at the same time as other people? It looks like it just happened to me

The top 10 list will be identical if there was basically no time between the two reveals. If one of the player from top 10 was not arrested between the two reveals, then the first part of the reveal will be identical. The second part of the reveal is randomized and will be different.
