Every guide states that baskets start appearing at 12:00 TCT, is it midnight or midday-noon? My first Halloween event and not sure if I should choose event start time before I can buy a basket.

12:00 TCT is midday - but they will appear at whatever time you have set your event start time to.
(It used to always be 12:00, now people can choose between 10:00 TCT and 16:00 TCT)
Your event start time will be visible on the calendar
