No it did not change, your start time might be off though.
Time flies when you're playing Torn.
TCT never changes.
Your local timezone may have done though
(In the UK our clocks go back at 1am tomorrow morning, putting us back in sync with TCT)
Edit: Don't forget, your personal event start time can be set from anything between 10:00 TCT and 16:00 TCT (mine is set to 13:00)
Look on the calendar to see what you set yours to.
