How many times have you clicked on the button to fly out and then immediately wanted to cancel?
My proposal is to add an Emergency Return Diversion feature to flying.
Easy to implement: Basically like a cancel button that would turn your plan around right back to where it started. Can only use the "Cancel Flight" button once to make an emergency return trip to your source location.
This could enable some interesting new strategies. For example, this could be similar to a self-initiated "flight delay" but at a much lower cost. Factions might have players "go fly" and then have them do the emergency return, basically to keep them in the air longer. And, of course, this would be useful for those times when you set out to fly and remembered you forgot something before you boarded the plan.
Duration: the emergency return should be equal to the amount of time elapsed since your plane took off.
Cost: I suggest the fee should be 20x the standard cost. This means more players might be holding extra cash when they fly, which will make foreign mugging fun again.
