I placed the wager below and was refunded although the outcome should have resulted in a win.

Did you place the wager after the match started IRL, if that is the case they tend to refund the bet.
Nope. I placed the wager well before the match. It was about 2 hours prior to match start time

You placed your bet at 15:16:09 TCT. According to our provider's data the match started at 15:15 TCT which is why your bet was refunded. The same start time is displayed on https://liquipedia.net/dota2/Match:ID_TtvGIhcWWN_R01-M003
Is it possible to review again? Almost all other providers indicate a start time of 15:20 TCT. May also be the reason I was able to get the wager in through the bookie

You could place your bet because the match was originally scheduled to play at 16:00 TCT. Then it was shifted to earlier.
Unfortunately, due to the data limitations the start time in Torn's Bookie may not be updated in time in such cases which makes the betting remain open when the match has already started irl.
Then we receive the correct start time when we receive the match results and that's when all the invalid bets are refunded.
