no, ironically. any in game moves are fine, however if they text you to chat about it at all, THEN they can be reported for harassment. its only when staff accurately perceives the situation, and recognizes this as form of IRL harassment. everything in this game is incredibly arbitrary in my opinion. Regardless if it very clearly IS harassment, or if its very clearly NOT harassment. staff team decides "what goes". always.
hell, you can say a joke, and if staff believes in any way shape or form that joke leads to real life, and not torn, you will indeed get a strike for this harassment.
finally, its halloweek. all of the people you dont like are gonna be here and be more active then ever. expect activity.
its probably best not to chat with people who are hovering the report button waiting on you to mention literally anything they can ban you for. global chat is the best example of this.

the rules themselves make sense. if you shouted slurs in starbucks, theyd ask you to leave, however its counterproductive in its entirety to ban people for speaking about what is completely acceptable in game. this also creates a negative feedback loop, as a crime game is oriented around crime but the chat has higher expectations. this prevents people about speaking of in game topics without being banned, it prevents meaningful feedback about the games content or mechanics in itself. basically you are allowed to do evil, but you must only speak wholesome words.
this is why i get reports for saying "hazel is a slut" everyone in torn recognizes that slutting is indeed a service in torn, but its arbitrary as f**k.
this is why i can blow people up with grenades in call of duty, but if i say on the mic "haha, i just blew your ass up with grenades" ill get comms banned.
