Is Mortal coil suppose to proc at 1200 if my event end time is 1300? It seems to proc every hour but not on 1200 today.

Same. My event ends at 14:30n but I haven't gotten treats past 11. I don't think its tuned to personal event start and stop times.
I didn't get it as well, although event end for me at 16 TCT.
There was an issue discovered at start of Halloween event.
It started at 12:00 TCT for everyone (and you get a proc at the start of every hour the event runs for, the event would have been finished at 12:00 TCT today, making 11:00 TCT the last one)

You would have got one an hour before your event started on the first day too.
The passive gains do not follow your timeslots yet. They run from noon to noon during the event. If you are missing a proc right now, you got those extra procs at the start of the event and vice versa.

Just want to add my 2 cents here.
This issue is going to come up every year for people who buy the upgrade in the middle of the event and so do not get the extra treats at the beginning (such as myself, and really the majority of people are buying it in the middle of the event.). I saw in another thread noting that aligning it with personal start/end times is a major undertaking, and i agree with the suggestion to just change the upgrade description.
To fix that, we could just have the proc shift from noon to noon to instead 16:00 TCT to 16:00 TCT. Covers the players who buy it mid event and I don't think the ones who already have it will complain if they get 2-6 treats after their event ends.
Not sure what the "buying in the middle of the event" has to do with it - all unlocks only start taking effect once you unlock them...
But yeah, no idea how much work it would be to actually change it to align with individual's event timers (you would need to add 45 minutes and then only use the hour to determine which hourly cron job would be your start point, to make sure everyone gets the same number of treats possible in a complete event cycle and for your first treat to start inside your event window)
Edit: When Ched said it was too much work as it would require a rebuild of the way treats are given, it was in the context of "not a quick fix to put in place now for you" and he would still be able to get it put in place before next halloween if people wanted it.
Of course they would. They would be missing out on up to 6 treats that they could have used in the event for extra energy or towards a summon.
And it isn't only the 1 treat from mortal coil, it is also the interest perk which needs to move to the same start/end time.
Edit: The original bug thread started BECAUSE the people who started early didn't get their treats from this, and you want to make them wait 4 hours longer...
There is less time remaining than their event time slot would infer. In effect, they can only react to the event start later, losing out on all the proc's between central start time and their personal start time - after all, they can also not collect treats after the central start time until their personal start time passes.
With the proposed "move it to match people's timers" there would still be no difference - as they were able to start a few hours earlier to earn treats to unlock it a few hours earlier.
People can unlock them as soon as they can afford them, so as long as the actual effects work for the duration of your personal event timers it does not matter what their timer is set to, they have the same total amount of "time to unlock it" and "time with it unlocked".
This is why I said I am not sure what relevance the "buying in the middle of the event" has to do with the issue, because if they do address the underlying "make it function based on player times instead of static 12:00 to 12:00" it is completely irrelevant.
