We should be able to program more than 1 virus at a time. I can understanding putting a limit on it but if you have the personal computers available you should be able to program multiple viruses at a time.

You are writing/developing the virus. That time it takes is based on your limit to create the ideal virus, not the number of computers you have.
But who knows, maybe a future crimes 2.0 will replace the current method and you could produce them in parallel.
To be honest virus' in Torn don't make sense.
In reality a virus can be just copied and is useful as long as at least some security software can't identify or combat it.
But that'd be really messy for game balance.
