Has the benchmark for 60nnb changed on crimes 1.0? Im currently sat on 16000 effective arsons and stuck on 55!

No, nothing has changed in 1.0
If you're hacking or doing GTA2 (the only 1.0 crimes worth doing) those are hurting your ce.
You better be trying to steal Colina's or you're doing this entirely wrong.

No, it's always been incredibly difficult. I'd agree you should steal Colinas, crimes 1.0 is objectively better if you are though.

Even when moving to crimes 2.0, i only started with 5 additional nerve. Have since gotten 5 more, but the crimes will always be an incredibly slow process.
45-50 nnb in crimes 1.0 was the breakeven point for hacking (without a meat warehouse). The only reason older players could hack indefinitely and stay 60+ was because they were in PAs which more than made up for the small amount of ce lost hacking.
That will be because having only 93% success outside of a meat warehouse is losing CE, not gaining it.
You needed 95+ just to break even, and better than that to gain CE.
Yup, and this was only AFTER they changed CE losses from percentage of total CE to 20x of the gain for that crime.
