When I'm looking at my personal stats, at crimes, my bootlegging level 100 as you can see in picture:

When I compare myself with a friend from faction, my bootlegging level is 99:

When you look at just yours, you are looking at live data.
When you compare with others, you are looking at the cached data from the daily reset (as you cannot look at someone else's live stats so you are comparing both with the most recent "saved" information available to everyone)
You had completed 30 more bootlegging since the reset, which gave you your current 100.
If you compare with them again tomorrow it would show 100 (as that would be your new "public viewable value" for comparing)
