I upgraded to the organized crime 2.0 and I don't have enough respect to unlock those crimes. Can I respec my faction upgrades? It's there a way to earn enough respect fast for the upgrade in question?

yep, by hitting other players you get respect. the best way to gain respect quickly is by chaining
have your faction chain. Even small chains help. Even a little at a time.
Chains, RW's and OC's are the ways to increase respect, however you are stuck in a bit of a vicious circle.
You have 5k respect and 4 members, plus you've also locked OC's for the time being because you don't have the respect to unlock the L1 and 2 spawns.
RW's are out unless you can recruit 6 more members, plus you need to wait until at least next Tuesday to match.
OC's, well we've discussed those above.
Chains are the only way you can do it, which with 4 members is going to be a crawl, however in theory you could each stack to 1kE, wait for cooldown and also use a refill which would net you 224 attacks, using a tool like FF Scouter could help you net decent respect and you could look to invest respect in unlocking the slightly bigger chains, such as 25 or 50. The once done that it would be a rinse and repeat process to help generate respect to unlock the first OC.
Now I'm not being judgemental here but it feels like you don't really know what you are doing when it comes to the basics of running a faction. I would suggest you might want to reconsider whehter it's in the best interests of yours or your members for you to try to build one from the ground up. You would be better joining a faction as a member and learning from the leadership team there before dipping your toes into running your own.
With what you can offer players you will struggle to attract members and you don't have the networth to absorb the startup costs. To get it off the ground quickly is going to take a ton of time, effort and money. You'd be best liquidating the Faction and selling it back to the game IMHO.
This is probably not what you want to hear, so sorry for that.
Yeah, agree with this assessment. Sell this shell to the system and join another faction until you know wtf you're doing.
Most factions have groups of helpers that do things like organise OCs
If that part of the game interests you then learn about it and join a faction with the premise that you want to learn and develop into an OC manager
Growing a faction from 5k respect is one of the dumbest things you can do in the game
