So guys I saw a post the other day about getting two refills during Happy jump , it said smth about stacking Happy right after 0:00 TCT and use refill after that wait until 0:03 for the refill to reset . Now I can't find the post but I still remember the words so can someone tell me if it's true or not

You get 1 refill every day, the day resets at 00:00. This means that you can only refill once per jump using points... You can refill further with FHCs!
I think that post was talking about using special refills (eg: the 3 you get at christmas.) That works, you just have to time it right (as per.)

They're likely referring to special refills which can be used at any time.
happiness resets every 15 minutes on the dot. Be it :00, :15, :30 or :45.
If you're talking about special refills, yes you can utilize them. It's not common to get special refills though and it's not really going to benefit that much. 300 E trained is insignificant, even when happy jumping.

That's from over 10 years ago and is no longer valid.
You could have been reading about nerve resets.
Using it just before and after reset is a way to help get the notorious merit in shoplifting. I can see reading that and later mistake it for energy instead. It can't be done with E without losing happiness.... assuming your not using a book.

The link you provided had nothing to do with happy jumping. It was about stacking energy for wars.
It was a thing long ago, to get 2 refills in quick succession but it wasn't usually for happy jumping.
Back when that was possible happy jumps weren't really done and most people were happy in a mansion.
It was 00:04 for the refill cron a legacy from when running everything at the same time would cause an outage.
