I'm a creature of habit. Been playing this game the exact same way for years. I take xanax 3 times a day. When my company drug addiction gets to -10, I get the addicted icon saying my battle stats are reduced by 1%, and then I promptly fly to Switzerland and rehab 100% of my addiction. My company drug addiction then gets reset to zero. Every time. For years.
Lately I've noticed that after a full rehab, my company addiction only goes down to -3. I'm aware the company drug addiction resets every day around 17:00 or so, but I'll take no more than 1 or 2 xanax between returning from Switzerland and the company reset. It's always reset to zero even with 1 or 2 xanax in between.
I've also observed I'm getting the addicted icon a bit early at -9 now, and that also a full rehab that used to cost me $14-15M, now costs $18-19M.
I've checked with my faction leader, and nothing has been changed with company drug addiction perks. The ONLY change to my routine was a few months ago I decided to use a few easter eggs that cut drug addiction in half, so I waited 2 or 3 times until my drug addiction got to -20 or so before taking the egg. That's it. Has Ched messed with the drug algorithm and I missed the patch list announcement?

I do that. It's always reset the next day to zero. But now it resets to -3.
Taking one or two xanax after a full rehab would NOT put you at zero for the company reset at 18:00, a single Xanax would have given you at least a -1 penalty. Your addiction would have been zero, but the company would still show your previous day's penalty until the reset, then show your current penalty (which would only be zero if you hadn't taken any xanax since)
The cost of a full rehab will go up over time, as part of the natural rehab effectiveness decay - and it is why people are advised never to fully rehab in the first place as you speed that process up.
Have you also invested any merits in addiction mitigation? As that means you would need more addiction to get the same -effectiveness penalty (so -10 with the merits has more addiction than -10 without the merits, so would cost more to rehab back to zero)
Edit: With regards to the -penalty, are you in the same job position as you were before? The higher your stats are in relation to the position you are filling, the quicker the penalty grows too...
I'm not going to pretend I know all the math and all behind the mechanics, so I am going to approach from a different angle:
Did you change faction recently or did your faction change perks?
Could be a difference in the drug addiction gain reduction perk.
Could be as simple as your faction warring more often with war perks being on more often and it might have a lesser effect.
Also, your rehab costs will continue to increase the more you rehab. Basically a single round of rehab gets less and less effective thus needing more for a full rehab.
Some graphs to show how the number of rehabs required grows over time, as you can see the slope of the graph gets steeper and steeper - more rehabs required to do the same thing.
Xanax taken:
Number of rehabs going up, short period of smaller increase coinciding with your period of less xanax.
