I was doing pickpocket and i was 1 tick away from going from 94-95 lvl and i did a successful pickpocket and it reset my progress back to the start of 94

No you were not. If that were the case, you would have a older log mentioning your level up to 94 skill. You were close to getting to 94 skill, not 95.
