When completing the mission "Family Ties" (hospitalize *target* 3 times) my target became active after 2 hospitalizations.

 

I was prompted on the Missions screen that "your target has changed" - but progress was reset to 0/3 instead of giving credits for the 2 previous hospitalizations.
