How can I increase the oc rate .. someone said to do busting from jail but if someone could elaborate that would be helpful

Just do normal crimes. Start with the easier ones and progress to the next ones.

 

You'll get there, just takes a bit of time.

Edit: different crimes matter for different OC roles, my recommendation is to focus on getting all crimes to 100 and then, if you want to, grind a couple specific ones if you want to focus on a particular OC role. But this is something you don't have to worry about now

Almost everything you do in torn can possibly affect a certain OC role.

 

Currently it is not well known what affects exactly what.

There are some basics proven though.

 

However, as said above, work on your crimes first, they are definitely a major factor.

Focus on Crimes. Start with Search for Cash and get to 100%. Work the next hardest Crime to 100% and so on.

 

Work the Medical, Education, and Law jobs until you get top rank in each position. This will gain you the perks of -10% education course completion time, Revive faction mates or others from hospital instantly (don't start reviving when you first get this, save your energy for training), Law +5% Crime Experience & Skill Gain respectively. Perk stays forever after promotion. 

 

Complete all Educations: https://wiki.torn.com/wiki/Education. This take a long time, between 3 and 7 years, but is well worth it.

 

Start racing: https://wiki.torn.com/wiki/Race_Track. Don't put a lot of time effort and money into this initially. Just get your foot in the door.
