I mean kind of? But also at the same time the game mechanics kind of deteriorate once you get to those super high numbers in the hundreds of trillions, and refusing to change things out of an obligation to long time players who prefer no change is just a bad design strategy.
Of course, it is up to ched to determine whether or not there is an actual imbalance here (and I don't think the imbalance is incredibly substantial considering that there's still functional caps like energy and medical cooldown).
But also at the same time energy is becoming less and less of a cap over the years (with high % revitalizes, green eggs, stackable and timable MCS blocks, and Halloween baskets with maol caches giving players access to much more sources of on-demand energy). Not to mention medical cooldown only really comes into consideration if you can actually hospitalize them (and most of the time, unless you have someone even remotely close to their stats, it isn't worth the energy expenditure to take them down).
So clearly there should be some consideration put towards how the balance of torn warring has changed over the years, and whether or not it has changed for the better or for the worse.
Also it wouldn't have to be an immediate drop off, it could be gradual like top 500 is 3x, top 1000 is 2.7x, etc.
Alternatively, you could change the damage formula, but I feel like that would upset even more people than changing fair fight mechanics (actually doing this would immensely benefit defense whores, so maybe it wouldn't upset as many people in the top 100, though I can imagine it'd upset more people outside of the top 100).
