So In my job, I have a -4 inactivity for no reason. I have been active, taking drugs, training and doing crimes every day. But for some reason the job has given me a -4 for inactivity. Pretty sure that counts as a bug.

You can still get marked as inactive if you don't do enough in the day (was brought in a few years ago to combat companies having loads of accounts which were doing nothing other than logging in now and again effectively as feeder accounts)
Edit: Also while your graph shows activity every day I cannot see timestamps, you may have only been active for a few minutes one morning, and then not again until the evening of the following day, which allows a space of almost 48 hours inactivity but still "active every day"
When the company report was generated on 24th January around 18:00 TCT, you were inactive for more than 24 hours and received the inactivity penalty. The employee effectiveness stats are generated once per day when the company report is generated.
