How long should i run skimmers for? when do i recover and is there a punishment if i run them for too long?

Keep in mind, the bottom crimes are harder, it's advisable to start only with the 1st 3 crimes to lvl up your nerve some. Though IF you can get skimmers out slow/long term it'd be okay (see below)
Depends highly on skimmer type.
My recommendation
Gas - 2-24 months
Bus - 2-3 weeks
Post Office - 3-5 days

Casino Lobby - Same day from your log on to log off time.
But it certainly varies based on your activity. The longer you do the more efficient you spend your nerve. The quicker, the faster you're gonna lvl skimming. Since you're new would do Bus until you unlock gas, then gas only while you work on lower lvl crimes. By the time you're done with all crimes to 100 you'll probably have 100 here, if not you can go back to bus for a bit to finish.
Here's a general rule of thumb, more cards per hour, more likely you get caught.
