In this log, Nocturnal starts the battle and is joined by two factionmates, one of who throws a molotov which kills the target in the first ongoing burning round. Nocturnal never hit the target but gets credit for the kill. Is that how burning damage is supposed to work?
yes, thats how all dot damage works
the last person to take an action before the targets life drops to 0, gets the credit for the kill.

Yes, this is working as intended. If you think about it, it would easily be possible to lose after applying a dot effect, which continues doing damage if the target fights someone else. If the person taking the last action didn't get credit, then the dot from somebody not in the fight could score the killing blow.
I remember reading about some high power player who was buying losses.
They did one of the npc fights and got hit with a bread knife.
Some green leaf tried selling a loss to them and got the kill. They were shocked and got all the merits for killing someone with more power than them. Was quite funny. Guy paid for the loss attempt too.
