If someone has half the recommended primary stat but like 3x or more of the recommended secondary stat would it eventually counter the primary deficit?
Or are they always going to be less efficient than someone with a higher primary?

The primary and secondary stats have equal value. So, yes the secondary will counter the primary deficit.
