Hi everyone, i am the faction leader of the S.C.P FOUNDATION and currently my faction is going stagnant. I honestly dont know what to do. If help Or advise could be given it would really be appreciated.

Depends what you mean by stagnant and your ability to get out of a rut largely depends on what you're willing to spend
If you're having trouble engaging people build your community with in house events, racing tournies or training competitions, with stuff in the 10-50m range as prizes, stuff like DPs, FHCs, hell even bunker weapons might be fun lol
Speaking of you should make sure your armory has at least 10-15 combat sets and Armas for noobs to rent, and you can reach out and see if you can get a deal from rw sellers on bulk bumper weapons, if you can pick up 10-15 random throwaways for your peeps to pay with it can be fun to experiment lol you can also look into getting a couple yellow armour sets but that's not entirely necessary lol, you'd be better getting a bunch of flexis over one riot set :P
Every war and chain make sure to properly compensate peeps, even if it means losing money (it will in bronze at least), pay structures vary but make sure to pay more/hit than losses (why would they attack and earn less than losses?) - a lot of noobles especially don't understand how respect works and the massive cost of having lower to no tol long-term, so you can teach them or simply pay them more :P or both, both sounds good too
You'll wanna cycle out people if they're not meshing, as mean as it sounds you'll need a group of active assholes to help you esp early on :P if you can build a half-devent leadership team out of the depths of noobishness you're setting yourself up for success, esp if you end up hitting it off and making friends it'll be much more likely that both you and them will care enough to see the fac grow properly :)
Edit: also get some graphics going :) description, announcement, tag. They're little but can really make a difference in boosting morale like you're a home and not just a generic ass apartment for poor people - if you can't create yourself look to the graphics forum (or see if any of your current members have the ability!)
Growing a faction is a long and slow process. Given your age and NW, you are better finding a faction to join and to be able to grow yourself and your knowledge on how factions work.
Eventually you can buy a shell if you want. A shell is a faction someone is selling. It lets you skip a lot of the early growing of the faction, making it easier to recruit and shit
Stagnant as in no ones really joining in wars anymore and thats causing losses and making some people leave, no ones really joining OCs and some arent active with what they should be
Well, you have a noob faction with few perks and you are a noob leader. Its up to you, as leader, to lead and to constantly recruit new members while weeding out the inactive ones. Good bosses are rarely bossy, you wanted to be a boss so now it's up to you to do the work. There are excellent suggestions in the replies above but you still have to put in the effort.
It looks like you have membership requirements written out on your faction page - it's up to you as the leader to enforce them. If members aren't doing what's expected, kick them and recruit new ones. Most recruits won't pan out, so it's a constant process of cutting/recruiting until you finally find enough that you're happy with (and who stick around and also don't drop off the face of the earth randomly... which is why recruiting never really ends).
All the above are pretty good answers, but I'd also like to say that to run a developing faction and a developing company effectively you need both a LOT of free time and a LOT of money (especially for a level 30), so I'd recommend dropping at least one for now.
It's worth considering that apart from the highest level of factions and companies, being in charge is rarely worth it financially.
As an outsider - I took one look at your faction page and thought "oh, they are trying to do some sort of roleplay thing" and it doesn't really say much about what you offer or what you expect. If the stuff going on within the faction forums/chat/whatever is anything like that info page, I would probably be "stagnant" by your definition too if I was a new player as it isn't exactly clear what I should be doing (although to be honest I probably wouldn't have joined it based on the faction intro page)
