Referral system is there for people who bring in their genuine friends, relatives and acquaintances from real world. Based on what I am seeing, this appears to be something that was arranged after this player had already created their account. Arranging a fake referral like this is against rules. You can have an official warning for your effort, further attempts will result in jail time. I will also never be adding any of your referrals manually in the future in case someone messes up the sign up.
