So I've heard from newer players that with the increased popularity of Torn, baldr's leveling targets have become more difficult than ever to catch outside of the hospital before they get put right back in. That is why I have decided to share my list of my old inactive targets that I myself used to level up (mostly when the 2 dozen particularly weak targets I had saved from baldr's list were not available).
Nowadays I stick mostly to my list of level 1s-3s to avoid having my fights interrupted since I no longer need exp to level up, but I still have all of my old targets saved in my enemies list.
I have them saved in categories of "EASY", "MEDIUM", and "HARD". These categories were arbitrarily determined by me when I was a pre-level-20 noob, based on how likely they were to kill me. "EASY" is generally naked with weak or no weapons and can usually be killed in 25 turns or less by somebody with no stats "MEDIUM" usually has slightly higher stats or some armor and weapons, and "HARD" usually does too much damage for somebody with 10 defense and dexterity to kill often without wasting a bunch of med cd, but is still possible for somebody with no stats to kill or I wouldn't have kept them on my list in the first place. That being said, it has been years since I killed most of these targets so there's always a chance of running into a stronger than expected target.
All targets are between levels 10 and 20.
I still advise using baldr's targets instead whenever possible, but these are good if you are a brand new player just starting with absolutely no stats, or all of baldr's targets are in the hospital.

Hmm, sadly it looks like I curated the list of most of the hard targets at some point, as I know I used to have more. But still, hopefully this helps some new players, and now I'll be able to link to this thread when somebody asks me for targets that aren't in the hospital.
