Defense/dexterity are paired due to specialist gym requirements - Balboas Gym requires "Defense + Dexterity 25% higher than Strength + Speed" and that's where you'd train your 2nd highest stat (def if highest stat is dex).
I run defense as my high stat with Baldr's ratio.
For dex as highest instead of def, Mr. Isoyamas (def) would switch to Elites (dex), but Balboas Gym would remain the same (def+dex 25% higher than str+spd). You don't have to use the second specialist gym (it's only 7.5 vs 7.3 dots difference), so you could pair defense with strength or speed, but you just wouldn't have the 2nd specialist gym.
Edit: I suppose you could have the 2nd specialist gym if your dex (high stat) was high enough to cover the 25% requirement over str/spe.

Allright so as far as I understand it is possible to do Baldr's ratio with Dex as highest and strenght as second but it would require some fiddling and calculations with the speficic percentages. (DEX 30,86% , DEF 24,69% and STR/SPD 22,22%). Sorry I'm not great at mathing this out, but it would not be possible to switch the % breakdown around right?
So say I would choose Dex as highest with Strenght as my second I would essentially lose the dual stat gym which; although its only a small difference in gains compared to George's -would still not be optimal.
So having Dex as highest and the STR/SPD dual stat gym unlocked at the same time would be possible but it would have a completely different % breakdown then.
English is not my first language so I hope this is an understandable reply.

Yes, it would change the ratios. If you wanted a dexterity/strength combo, it wouldn't let you have the defense specialist gym at existing ratios. However, there's likely minimal difference between training at 7.3 (George's) and 7.5 (Balboas) dots if you didn't want to worry about the 2nd specialist gym.
Here's an example below using 100m total battle stats and Baldr's ratio for dexterity/strength combo.
Strength 24,690,000 24.69%
Defense 22,220,000 22.22%
Speed 22,220,000 22.22%
Dexterity 30,700,000 30.87%
You could tweak the ratios in any way you want as long as the numbers line up, but here's an example I came up with.
Strength 23,440,000 23.44%
Defense 21,000,000 21.00%
Speed 21,000,000 21.00%
Dexterity 34,560,000 34.56%

Yeah, id say main thing is having 8.0 single stat gym opened. 8.0 over 7.3 is huge. 7.3 over 7.5 is nice and over time will make a difference but as big as single stat where its almost 10% increase.
Ive been both dexterity baldrs and dexterity hanks. And i think hanks is not the play unless you have plans to SE that single stat really soon and even in that case you dropping other defensive stats not to get into ratio, but due to SE mechanics. Being in ratio is just byproduct of training one defensive stat and dropping other.
Perfect example - I'm actually running Baldr's def/str combo by accident because my dexterity is lagging behind but my defense is so far ahead that it's carrying the 2nd specialist gym (for dex). This wasn't my intent but it's what's happened with rotating steadfasts and using cans on my primary stat (defense). Dex fell behind due to stacking/wars and I just don't want to invest the money to push it above strength atm. Screenshot below is from my automated tracking spreadsheet (you can see my dex is 246.8m behind where it should be for Baldr's ratio, but my Def+Dex Actual is still higher than my Def+Dex Min due to how far ahead my defense is).

I do really like this 'more heavy into one defensive stat' form of a ratio, its somewhere in between Baldr's and Hank's. I actually really like your % breakdowns, I might copy this with dex as my high stat. Well you're close to 1b on your dex I would expect you will start to whore defense even more once that milestone is reached.

Is it possible to be on Hank's ratio and take full advantage of faction steadfast? What's the stat drift allowed on hanks build?
It's pretty picky, as I understand it. Obviously I haven't used it myself, so maybe someone who does use it will chime in.
Is there a setting please in Torn PDA that allows me to check what vmy allowed gym gains are to stay within a ratio? Or a working script?
I can see how to do it using Torn Tools but not in PDA.

There's a built-in script in TornPDA called "Custom Gym Ratios". Looks like it's the same script that RGiskard worked on but Kwack has modified for TornPDA.

For the Baldr Dex build, there are specific numbers for Dex and Def, but it combines STR/SPD. Is it preferable to keep STR/SPD even, or could you build high STR, low SPD (or the reverse) as long as the combined number still fits?
You could build with high/medium/low STR, and high/medium/low SPD, as long as their combined total doesn't push you out of the ratio.
General advice is STR higher than SPD, but the RW meta favours DEX heavy stat builds, so more SPD than STR may be your preference. I personally favor higher SPD, as I think it's easier to boost your damage (with RW bonuses) than boost your accuracy/chance of hitting
For the players using baldr's ratio, do you advise training SPD+STR (buying Frontline fitness) or DEX+DEF (buying Balboa's) ?
