Yes, as long as you aren't actually a multi. Staff are good at distinguishing multis, so as long as you play separately, having the same IP should not be a problem.
HOWEVER, be careful and don't use one to feed the other, or share too much in resources that would make them suspect you're a multi, so ensure that you're really playing the game separately and not sharing/sending to a suspicious amount. Basically, don't act like a multi to not get punished as a multi. Other than that, same IP is fine, lots of people play in the same household or company.

You can share everything including money.
You just cannot have one account to solely benefit another account.

There is no violation. You seem to be reading rules somewhere that do not actually exist.
If you’re trading 100m for something that is worth 10k, (and vice versa) that’s not a trade that’s feeding.
If the trade is fair and like any other trade, then yes you can do that and anything else.
As others have said, it’s easy to see when one account is there to feed another
