For additional info:
First, he applied.
Then, he was accepted to Education job.
Now, he is shown as "withdrawn", and cannot re-apply again.
According to the wiki, the player cannot re-apply if the application is rejected. Here it is not rejected but withdrawn.
Update: I toggle the allow button and it reset the application status.

Looks like everything is sorted now.
