Option 1: Check out the Attacking forums: https://www.torn.com/forums.php#/p=forums&f=59&b=0&a=0 it has a lot of people buying losses, or
Option 2: you can also use a service such as Nebula (https://www.torn.com/forums.php#/p=threads&f=10&t=16406219&b=0&a=0 ) which basically acts like a middleman (more complex and maybe less pay but more guaranteed payment).
If you directly contact someone buying losses, I recommend you make sure the person is reputable to ensure you get paid, and make sure you don't get ripped off by being paid too low, with good prices being about 300-350k or above.
