I'd say that's a foolish bet to take, even with the 3 to 1 odds. We fought Too Sober a while back. They went in fairly confident, hinting that they expected to beat us handily. We were happy to have found a match with a faction with a fighting spirit. The day of the war, within hours they had given up and asked to be allowed to hit enough score to get a payout. Some factions can rise to the occasion for an uphill battle, but I doubt Too Sober is one of them.
That said, I'm also inclined to put 100m on NLA. Though I doubt anyone will take me up on it. If you're inclined to throw a 100m away, at least the church will give you a merit for it.
