The rules say ”Such software must not … generate alerts, or draw attention to itself or another window”. It seems this would make chain alert scripts illegal. (Flashing / sound when chain is about to expire)
Yet e.g. Cat script https://www.torn.com/forums.php#/p=threads&f=67&t=16537021&b=0&a=0 includes this
Torn PDA also has this but arguably it doesn’t run on Torn web page so maybe that is fine? What is the legality of such tools?

You've misquoted the rules.
"or extract data from unfocused pages to send elsewhere, generate alerts, or draw attention to itself or another window."
Meaning you cannot scrape data from unfocused pages, wherein scraping refers to parsing the DOM, intercepting XHR/Fetch communications, or listening to websockets.
However, tools which use the official torn API are allowed to function on non-focused pages. which includes the /faction/chain endpoint and its variants.
