You can also post on the faction recruitment forum in the looking for a faction thread, just say there that you're a new player looking for a faction that accepts low-level players.

However our faction is less focused on growth and more of just chilling, so you may not get that many perks. If you're just looking for a faction where you can learn some basics about the game though then it prob isn't too bad of an option.
