Sorry if this has been answered somewhere already, but what exactly does weapon exp do, after completing the combat course?

Boosts accuracy and damage of the weapon
As you use a weapon you gain experience, which improves it's damage and accuracy up to +10% and +2 respectively.
Takes roughly 1,000 hits (not attacks) to reach 100% experience but it isn't linear.

I think 100% weapon exp gives you 10% extra damage and +2 accuracy

So the weapon basic acc and dmg changes? For when one might want to sell the weapons?

The effects aren't directly applied to the weapon, so you can't buy a weapon, raise the exp and sell it with stronger values, if that's what you mean.
Effects do apply across weapons of the same name though. So if you reach 100% experience in a claymore, sell it and then buy another Claymore, you'll still have 100% experience.
There's also a merit for getting 25 weapons to 100% experience
