Buying trains would be your best option, but if you only want passive int gains edu starter job is your best bet (ofc at the cost of no other perks in your company slot)

If you wanna spend the money, I'd buy 100 trains, at 750k per (they range from ~500k to 1m these days) that's ~75m over 10 days (in a 10* comp with no trainer)

(edit) In the Education city job as a principal. you will get 30 MAN, 40 INT and 30 END but every 2 days you get to exchange JP for 100 MAN OR 100 INT OR 100 END. Technically in 30 days and assuming you pump everything into INT for instance you'd get 900 MAN, 3300 INT and 900 END. So, you can hit it about 1.5 months. Again, this is fairly a stat grinding job with no other benefits.
For director train will give 50 INT + 25 secondary stat so 4600 INT is about 92 trains. In a 10⭐ company, it'll take about +- 9 days, bearing in mind that you'd get some stats for the position in that company.
In short, you either pay with $$ or time.
