Fishy was able to hit twice in the same second. torn always rounds down the decimals so even if they hit at 20:57:56.000 and then at 20:57:56.999 - it is still a bug as the full 1 second delay per turn was not enforced.

System works correctly - however in case of log insertion we are using the timestamp when it was actually saved. So the action itself may require some time, and system will count that, but the log time mark will indicate when the sequence was finished.
