Long answer: you can read the content of a page you're on, while you're actively on that page, which means you could hoover up chat history from your browser if you are actively looking at it (but not on a tab you've left open, for example), but I don't think that's what you're after, so the answer is no.
its like i saw someone scrape faction chat to discord faction server, and i was just hoping someone could explain it better.
You could potentially have everyone in the faction install a script that sends the faction chat to a server that you set up, therefore not breaking any rules regarding only getting information on pages you are actively looking at, and still be able to get all of the faction chat in your discord server. But leaving a tab open in your pc 24/7 in order to do that is not allowed.
