Is my money that I store in my Palace vault, completely safe from all players?
Or can my Palace be raided?

your money would be safe
The only ones who can access your vault is yourself and if you marry someone, but you can disable vault sharing so only you have access locking out the person you marry.
Yep you would be safe, same goes with any other property vaults I think
