My partner is interesting in starting to play but it would be on the same PC as I use sometimes, would this possibly cause a Multi ban?

Create your own logins/profiles for the computer so there is no chance of "accidentally" opening Torn and it auto-logging in to the other person's account.
In itself there are no issues with sharing devices - Source: My family.
Just don't "feed" one account with the other and you'll be fine.
Just ask your partner to use their mobile phone
Keep in mind that one of the primary things that causes multi-accounts to get flagged in the first place isn't sharing hardware or IP addresses(though these are factors that can contribute in positively identifying a multi), but rather the behavior of the accounts in question.
This takes two forms, but I'm only going to discuss one of them, because it's 1) precisely the type of abuse the rule is meant to prevent, and 2) highly unusual for real accounts.
The specific behavior I'm referring to is that of having the multi-accounts feeding resources back to the main account, and even this can take multiple forms.
Don't worry, that's absolutely fine. Our systems can tell the difference between multiple accounts and two people playing from the same location. We use more than just an IP address to determine multis.
Providing you are not making the account for the other person, and you are not using theirs or vice versa it won't be an issue.
You are allowed to help one another out as you would any other player, but I'd recommend avoiding have them purely exist to feed your account as it would look suspicious. Using your referral code is also fine.
