That said, you're substantially better off starting with the easy crimes like search for cash and running down the list in order.
Early crimes often give items required for the later ones too!

The more crimes that you succeed in doing, the more your crime skill (CS) will go up (slowly). When you have critical fails you will lose CS at about 20 times what you get for a successful outcome.
If you have low CS, you will fail more often on the higher level crimes, which can push you backward to the point where you will fail almost every crime, every time. This will also affect your outcomes in Faction organised crimes (OC) which tend to pay better at higher levels.
So the key message is to just start at the first crime and keep doing that until you have reached level 100, found all the unique outcomes and most of the (easier) merits. You can then try the next crime and see how you go.
