Is it true that buying fully upgraded properties from selling market is cheaper than buying brand new properties and then buy each individual upgrade?

It depends on what they're charging but generally yes.
You need to be in a property broker company and have the stock block benefit that reduces property upgrade cost to cost-efficiently upgrade a property. Most people would rather be in a company with better perks, so buying second hand with the upgrades you want is usually much cheaper.
Yes. In addition to what Shooby wrote about the costs going down for those in a property broker company, many legacy players have exhausted their stock blocks and bought up multiple PIs. And you can, rarely, but you can, win a PI on the wheel of awesome. So the supply is not lacking for multiple reasons and can they be bought by some at a discount. The rent is rather low as well due to there being so many of them.
Not to mention the fact that many people got married just to use one single PI. It put pressure on the price as well.
