It's a rather expensive event. You need 2 Poison mistletoe ($80M each), 4-8 e-dvd, ecstasy, and someone willing to let you "steal" their ultra high happy. You max out your e-dvd happy, use the mistletoe to steal 25K of another 99k player, then use ecstasy, basically.

or you can do it yourself in various ways. i used yellows eggs, edvds, and music store job points without any ecstasy to do mine. but there's various jobs and combinations of other mechanics that can get you there as well.
I got it before poison mistletoe creation by buying a guys Amusement Park job points (Free Ride). He boosted me up high enough where I could use an ecstasy to get to 99,999.
It's an expensive merit to obtain, but there are ways to make it cheaper nowadays.
