Its just the old image that hasn't been replaced yet.
That's a competition sprite. There are various skins for winning / qualifying in URT or JLT. Normally it's just the old sprite, but in a different color. Sometimes, someone went a little extra and completely reskinned it.
You only see those due to one of a handful of racing scripts being installed.
