I placed 2 bets on Norway v England in favor of England one for $20,000,000 and another in favor of England for $9,789,892. The bookie says the match was a draw but when I looked up the results of the match England won after extra time. Does the bookie not consider extra time or is this a bug?

If you bet on 3 way regular time, then no it does not count extra time and at the end of regular time/stoppages it was 1-1.
As mentioned in our Bookie Policies, the 3-way Ordinary time matches are settled based on the score at the end of regular time + stoppage time. The match ended in a 1-1 draw.
Football
Settled on 90 minutes of play plus any added injury or stoppage time. Extra-time and penalty shoot-outs are not included.
