Just trying to get a clear answer here, because I can’t seem to find one. 

Are players able to apply to work at my company if I am fully staffed? It seems like that would be a pretty standard game mechanic so that you could have a bench of potential employees in case someone leaves, or just to increase your talent pool. 

I have had a couple applications come through when I do not have a position open, but I have also had players tell me that the apply button is greyed out because I am fully staffed.

They should be able to apply even if you are fully staffed.
You have to allow applications on your end - and there is a maximum (of 10?) companies that an employee can apply to at any given time. So maybe the application was greyd out for them because they already applied to too many companies.
