Headlines url: literal html of '&' is anchored

When adding an url to the headlines, if the url has an '&', it is its literal html version that is added as anchor of the headline message.

 

In other words, it becomes "& amp  ;", and the url does not work anymore.

 

It can be tested by using any torn forum url.

I am not able to reproduce anymore either, maybe it has been fixed in side effect of another correction?
