Bleed was given by Rhett but the last turn before death was a smoke thrown, should bleed damage and the finishing blow go to whoever made the last turn, even in the case of a temp?

This is intended mechanics, any DoT (Damage over Time) effects are not personalized to the player who applied the effect. Meaning if the damage tick takes place when another players takes a swing at you, the damage is credited to the player who took the swing (even if they miss or hit for zero damage or throw a temp).
